God's Sovereignty Over Natural Disasters

When earthquakes shake the earth, hurricanes devastate communities, floods sweep away homes, fires consume forests, or tornadoes tear through cities, then mankind instinctively asks, "Why?" We search for explanations in atmospheric conditions, geological forces, climate patterns, human failures, and natural processes. These explanations may describe the immediate causes of a catastrophe, but Scripture takes us infinitely deeper. Behind every secondary cause, stands the sovereign God who created, sustains, governs, and directs all things according to the counsel of His sovereign will.

The Bible does not present the universe as a realm of uncontrolled forces operating independently of God. There is no such thing as . . .
  an earthquake that surprises God,
  a hurricane that escapes His control,
  or a calamity that occurs outside His providence.

"I form the light and create darkness,
 I bring prosperity and create disaster;
 I, the LORD, do all these things" (Isaiah 45:7).

These are astonishing words. God declares that He Himself brings disaster. Scripture therefore leaves no room for the notion that calamity belongs to some realm beyond His sovereign government.

"Does Disaster Come to a City, Unless the LORD Has Done It?"

The prophet Amos asks a question that should silence every attempt to remove God from the providence of calamity:
"When a trumpet sounds in the city, do not the people tremble?
 When disaster comes to a city, has not the LORD caused it?" (Amos 3:6).

Notice the question. Amos does not say that God merely permits disaster, while some independent force actually causes it. He rhetorically asks whether the LORD Himself has caused it.

This does not mean that God is morally responsible for sin. God is perfectly holy, righteous, and just. He never sins, never approves sin, and never becomes the author of sinful rebellion. Yet He remains absolutely sovereign over every circumstance in which sin occurs. Even the wicked actions of men fall beneath His sovereign rule. "The LORD works out everything to its proper end -- even the wicked for a day of disaster" (Proverbs 16:4).

God's sovereignty does not diminish His holiness. It magnifies it. He is the righteous Judge who governs all things, without ever becoming unrighteous Himself.

The God Who Commands the Storm

The Bible repeatedly demonstrates God's authority over the natural world.

He commanded the waters of the Flood to cover the earth.
He sent the plagues upon Egypt.
He caused the Red Sea to drown Pharaoh's army.
He sent fire from heaven upon Sodom and Gomorrah.
He commanded the wind and waves in the days of Jonah.
He brought drought upon Israel in the days of Elijah.

And when Jesus Christ walked upon the earth, He demonstrated the same divine authority. When a furious storm arose upon the Sea of Galilee, His disciples cried out in fear. Jesus "rebuked the wind and the waves, and it was completely calm" (Matthew 8:26). The disciples were astonished and asked, "What kind of man is this? Even the winds and the waves obey Him!" (Matthew 8:27).
The answer is glorious. The winds and waves obey Him, because they belong to Him.
The storm was not outside His authority.
The sea was not beyond His reach.
The disciples' danger was not an interruption in God's providence.
Jesus Christ was sovereign over the storm.

Nothing Happens by Accident

We must therefore reject the idea that disasters are merely "acts of nature." Nature is not an independent power. Nature itself belongs to God.

"The earth is the LORD's, and everything in it, the world, and all who live in it" (Psalm 24:1).
The earth does not belong to chance.
The atmosphere does not belong to chance.
The oceans do not belong to chance.
The mountains, clouds, winds, seas, earthquakes, and storms do not belong to chance.
They are all under the government of the One who created them.

"Who can speak and have it happen if the Lord has not decreed it?" (Lamentations 3:37).

God's sovereignty extends even to those events that appear chaotic and random to us. What looks like chaos from our limited earthly perspective, is never chaos to God.
His wisdom is infinite.
His knowledge is perfect.
His purposes and decrees are eternal and unchangeable.

"His dominion is an eternal dominion; His kingdom endures from generation to generation. All the peoples of the earth are regarded as nothing. He does as He pleases with the powers of heaven and the peoples of the earth. No one can hold back His hand or say to Him: 'What have You done?'" (Daniel 4:34-35).

Calamity Is Not Proof That God Has Lost Control

When disaster strikes, unbelief says, "God must not have been able to stop it."
Faith says, "God was sovereign over it!"

This does not mean that Christians should become cold or indifferent toward suffering. Scripture commands us to "weep with those who weep" (Romans 12:15). We should . . .
  grieve with those who have lost loved ones,
  pray for those who are suffering,
  provide practical help to those in need,
  and show compassion to the afflicted.

But our compassion must never require us to deny God's sovereignty.

The God who governs the hurricane, is the same God who governs the rescue worker.
The God who governs the earthquake, is the same God who sustains the survivor.
The God who governs the flood, is the same God who gives strength to those who rebuild.
And the God who governs the calamity, is able to accomplish purposes through it that we may never see in this present life.

God Has Purposes in Affliction

Scripture teaches us that suffering is never meaningless in the hands of God.

Joseph's brothers sold him into slavery through wicked motives, yet Joseph later declared, "You intended to harm me, but God intended it for good to accomplish what is now being done, the saving of many lives" (Genesis 50:20).

What men intended for evil, God sovereignly intended for good.

The cross of Jesus provides the supreme demonstration of this truth. Wicked men crucified the sinless Son of God, yet His death was not an accident, a tragedy beyond God's control, or an unexpected catastrophe. The early church prayed that the rulers and peoples who opposed Jesus, did what God had "decided beforehand should happen" (Acts 4:28).

At Calvary, the greatest evil ever committed, became the instrument of the greatest salvation ever accomplished.

If God could sovereignly accomplish redemption through the wicked crucifixion of His Son, then we can trust Him even when we cannot understand His providence in our afflictions.

"Be Still, and Know That I Am God"

Natural disasters remind us of something modern man desperately wants to forget: we are not sovereign.
We cannot command the earth to stop shaking.
We cannot order the winds to cease.
We cannot tell the oceans where to remain.
We cannot prevent every calamity, control every circumstance, or preserve our lives indefinitely.

We are creatures.
God alone is Creator and King.

That is why the Lord says, "Be still, and know that I am God" (Psalm 46:10).
Psalm 46 was written in the language of catastrophe.
Mountains fall into the heart of the sea.
Waters roar and foam.
Nations are in uproar.
Kingdoms fall.
Yet God's people are told not to fear because "God is our refuge and strength, an ever-present help in trouble" (Psalm 46:1).

The comfort of the believer is not that disasters will never happen.
The comfort is that when disasters do happen, God remains God!

His throne does not shake, when the earth shakes.
His wisdom does not fail, when circumstances become incomprehensible.

His purposes do not collapse, when our plans collapse.
His sovereign hand remains upon every circumstance.

Therefore, Trust the Sovereign God

Beloved, when calamity comes, do not bow before "chance" or "Mother Nature." 
Do not imagine that the universe has slipped from God's hands.

Look higher.

Behind every storm, stands the sovereign Lord.
Behind every providence, stands infinite wisdom.
Behind every affliction, stands the God who causes all things to work together for the good of those who love Him, who have been called according to His purpose (Romans 8:28).

We may not know why God ordained a particular earthquake, flood, fire, storm, or catastrophe. We may never know in this life. But we know the One who governs it--and that is enough!

For the Christian, providence is never a doctrine merely to be studied. It is a pillow upon which faith may rest. The same sovereign God who rules the raging sea, also holds His redeemed people securely in His hands. Not one second of our lives is outside His providential government!

Jesus said, "Are not two sparrows sold for a penny? Yet not one of them will fall to the ground apart from the will of your Father" (Matthew 10:29). If not even a sparrow falls apart from the Father's will, then neither does . . .
  a mountain collapse,
  a storm arise,
  a river overflow,
  or a life end outside His sovereign purpose.

Therefore, when the earth trembles, trust Him.
When the waters rise, trust Him.
When the winds roar, trust Him.
When calamity comes, trust Him.

When you cannot understand His providential hand, then trust His loving heart!

And when everything around you appears to be shaking, remember this glorious truth:
"The LORD reigns, let the earth rejoice!" (Psalm 97:1).

The world is not governed by chance.
It is governed by the sovereign God.

And the safest place in all the universe is beneath His sovereign hand.

"Hallelujah! For the Lord our God the Almighty reigns!
 Let us rejoice and be glad and give Him glory!" Revelation 19:6-7
